Chora is probably the only real village on Serifos. The rest are just tourist-born fishing hamlets. I found the colours of Chora really rejuvenating as they came into contrast to the wild landscape of the rest of the island. The prevailing colours were blue and white of course, as in all Cyclades. Hotels were few in Chora, most were found in the beaches, mainly Livadia. There were many cafeterias though in Chora to enjoy the beautiful views to the sea. My advice is to book a room close to a beach and go to Chora only to a walk in the afternoon.
